Who We Are

Roy Webb Productions is a privately held technology and media company built on decades of experience at the intersection of entertainment, innovation, and emerging systems.

Long before artificial intelligence became part of everyday conversation, the work that now informs Roy Webb Productions was shaped in live experiences, media production, and large-scale creative operations — environments where technology, people, and trust must work together in real time.

The company’s roots trace back to CETV (Creative Entertainment Television), an early platform focused on educational media, immersive concepts, and future-facing production models. What began as exploration in education and emerging media evolved into broader entertainment applications, including early experimentation with immersive and 360-degree production environments.

By 2024, that work expanded into large-scale immersive experiences. In 2025, the company’s focus shifted decisively toward research and development in artificial intelligence — not as a novelty, but as long-term infrastructure.

That progression led directly to the creation of The AI Brain™.

Extensive research revealed a growing gap: while AI capabilities were accelerating rapidly, guidance, safeguards, and responsible adoption were not keeping pace. The AI Brain™ was created to address that gap — introducing system-level guidance designed to support productivity, creativity, and responsible use without surveillance or control.

Today, Roy Webb Productions operates as the steward of The AI Brain™, within a defined governance and operational framework, combining:

  • real-world operational experience

  • long-term research and development

  • disciplined deployment philosophy

  • deep respect for human creativity and autonomy

This is not a startup chasing attention.

It is a continuation of work that has been evolving for years — now focused on ensuring intelligent systems grow responsibly, productively, and sustainably.

Leadership

Roy Webb

Founder & Chief Executive Officer

Roy Webb brings decades of experience across media, entertainment, and innovation-led ventures. His work spans live experiences, production, and technology-driven platforms, with a consistent focus on responsible evolution, long-term value creation, and systems that function reliably in real-world environments.

Norman Moy
Chief Technology Officer

Norman Moy brings more than 27 years of enterprise IT leadership, with deep expertise in infrastructure, cybersecurity, and cloud-based operations.

He currently serves as Director of Information Technology at U.S. Physical Therapy, overseeing nationwide IT operations supporting hundreds of clinics, thousands of endpoints, and mission-critical systems operating under strict regulatory and security requirements. His background includes senior technical and architectural roles at Hewlett-Packard, contributing to global infrastructure initiatives supporting large, distributed user populations.

As Chief Technology Officer, Norman provides executive oversight of technology architecture, security posture, infrastructure scalability, and operational readiness, ensuring that The AI Brain™ is built and deployed with enterprise-grade discipline, resilience, and long-term viability.

Ed Stein

Chief Systems Advisor
Government & Large Enterprise Engagements

Provides system-level intelligence oversight, long-term architectural guidance, and continuity planning for CETV Network’s most sensitive environments.

Ed Stein specializes in government and large enterprise accounts, where governance, authority, and durability matter more than speed or features. He ensures The AI Brain™ operates as a coherent, governed system — not a collection of tools — maintaining alignment across technology, policy, procurement realities, and operational constraints.

Ed Stein is the centralized authority for engagement escalation and deal closure, protecting system integrity and ensuring serious opportunities survive formal review.

Director of Research & Development

AI Research, Safeguards & Responsible Deployment

Leads ongoing research into intelligent systems, safety mechanisms, and responsible deployment models. Oversees testing, validation, and refinement to ensure innovation progresses in a controlled, ethical, and institutionally acceptable manner.

Head of Strategy & Continuity

Governance, Alignment & Long-Term Planning

Ensures alignment between technology development, organizational integrity, and long-term mission continuity. Focuses on governance frameworks, succession planning, and institutional readiness as systems evolve.

Operations & Administration

Finance, Compliance & Organizational Support

Manages operational execution, administrative functions, financial controls, and compliance processes. Supports scalability while maintaining internal discipline and transparency.

Additional operational and advisory roles are introduced as deployment expands.

Continuity & Stewardship

Roy Webb Productions is structured for continuity, responsible stewardship, and long-term operation beyond any single product cycle.

The company is designed to endure — organizationally, operationally, and philosophically — as intelligent systems continue to evolve and integrate into society.

Bottom Line

Roy Webb Productions exists to bridge experience with innovation — and to ensure that powerful systems are introduced thoughtfully, responsibly, and with respect for the people and institutions they serve.

The AI Brain™ System-Level Intelligence for AI Governance, Control, and Misuse Prevention

Artificial intelligence is advancing faster than traditional oversight systems can manage.

AI systems now operate across tools, models, data sources, and workflows with increasing autonomy.

Without system-level governance, organizations face growing exposure to:

• operational misuse
• audit gaps
• accountability failures
• regulatory and contractual risk

Traditional control frameworks were never designed to manage autonomous or semi-autonomous AI behavior.

The AI Brain™ Solution

The AI Brain™ provides governance above individual AI models and deployments.

It does not replace existing systems.

Instead, it establishes control over how AI systems operate, interact, and escalate across the entire environment.

The AI Brain™ functions as a governance layer, not an application.

It enables:

• misuse recognition across AI interactions
• defined escalation and revocation triggers
• clear accountability boundaries
• audit-ready documentation and logging
• human oversight at defined control points

What Enterprises Face Today

Enterprise AI environments increasingly involve:

• multiple AI models from different vendors
• internal tools and external APIs
• agent-to-agent communication without direct human involvement
• regulatory, contractual, and reputational exposure

As AI capabilities expand, the need for system-level governance becomes unavoidable.

Engagement Model

Enterprise engagement begins with an Initial AI Governance & Misuse-Prevention Engagement designed to:

• establish governance boundaries
• identify exposure and risk vectors
• define oversight and escalation rules
• produce audit-ready outputs

This engagement is structured, controlled, and qualification-based.

Intelligence Governing Artificial Intelligence

The AI Brain™ is an independent system-level intelligence designed to operate above advanced

AI deployments.

It provides governance, safeguards, and long-term system integrity without replacing existing systems.

Built for enterprise and government environments where reliability is non-negotiable.

About CETV Network

CETV Network designs and operates advanced technology systems where control, continuity, and accountability are critical.

We do not experiment in public.
We execute deliberately.

The AI Brain™ is CETV Network’s flagship platform — a system-level approach to artificial intelligence focused on governance, safeguards, and integrity.

This is not a consumer tool. It is designed for real decision-making environments where accountability and control are essential.

How We Work

CETV Network operates quietly and deliberately.

• controlled releases
• structured licensing and deployment
• human-led conversations
• systems designed for longevity, not hype

If CETV Network is involved, it is because the system demands discipline — not noise.
